Description Kitchener Executive Consultants has partnered with the Grand River Conservation Authority (GRCA) to recruit and hire the Manager of Engineering & Planning Services. Established more than 70 years ago, the GRCA manages water and other natural resources on behalf of 39 municipalities and 2 First Nations representing close to one million residents of the Grand River watershed. To fulfill its mandate, the GRCA Engineers and Planners partner with the member municipalities to manage compliance with the Conservation Authorities Act and applicable Regulations, natural hazard mapping, policy planning, reviews of planning & permit applications, and oversight of the subwatershed planning program.

The Manager of Water Resources Engineering and Resource Planning will inherit a highly skilled and knowledgeable team dedicated to protecting the environment while supporting development opportunities in GRCA communities. Internally, the Manager will provide cohesive leadership to the team through Water Resources Engineering & Planning Department Supervisors, enhancing timely collaboration on files leading to effective communications with municipalities and developers. The Manager will, from time to time, represent the GRCA with municipal, provincial, and federal agencies and in hearings and appeals before the Ontario Land Tribunal and Ontario Courts.

Our ideal candidate brings directly related experiences in Water Resource Engineering or Resource Planning, working knowledge of current federal and provincial legislation, policies & guidelines such as the Conservation Authorities Act, Planning Act, Environmental Assessment Act, natural hazard and storm water management guidelines. Administrative management skills are required to manage short and long term planning initiatives, Budgetary controls, and internal permit file management. Superb modern leadership talents are hiring criteria as critical as technical knowledge as the GRCA reorganizes to replace retiring leaders.
